בישיבתה ביום ט"ו בסיון תשע"ט (18.6.2019) החליטה המועצה להשכלה גבוהה כלהלן:
במסגרת המדיניות של מל"ג/ות"ת לקידום בינלאומיות במערכת ההשכלה הגבוהה בכלל, ובמסגרת מדיניותה לקידום שיתופי פעולה אקדמיים עם סין והודו בפרט, בין היתר לאור החלטות ממשלה בנושא, ולאור המידע שהובא בפניה, מאשרת מל"ג את ההתקשרויות עם סין לעניין מלגות לסטודנטים ישראלים וסינים ללימודי קורסי קיץ בסין ובארץ, בהתאם למתווה והקריטריונים המפורטים להלן:

1.  חתימה על התקשרות חדשה עם מחוז סיצ'ואן בסין:
   א. משרד החינוך של מחוז סיצ'ואן יממן 20 מלגות בשנה, החל משנת 2020, לסטודנטים ישראלים אשר יגיעו ללימודי קורסי קיץ באוניברסיטאות במחוז סיצ'ואן בסין בנושאים הקשורים לסין (תרבות והיסטוריה הסינית, מינהל עסקים בסין, משפט סיני ועוד).
   ב. שכר הלימוד, הוצאות לינה, הוצאות ביטוח וחומרי לימוד ימומנו ע"י מחוז סיצ'ואן.
   ג. אחריותן של מל"ג/ות"ת עפ"י ההסכם הינו פרסום התוכנית בארץ, ריכוז והעברת נתוני המועמדים לצד הסיני ותיאום עם המוסדות להשכלה גבוהה בארץ ומחוז סיצ'ואן.
   ד. תוקף ההסכם יהיה לשלוש שנים (2019-2021).
2. הארכת ההתקשרות עם המועצה הסינית למלגות (CSC)
   מאחר ונספח ההארכה הגיע לסיומו וטרם גובש הסכם רחב במסגרת שלב ב’ של ההתקשרות, ועל מנת להמשיך לקיים את השותפות עם ה-CSC ולמנף את המימון הישראלי, מאשרת מל"ג את הארכת ההתקשרות עם ה-CSC באופן שה- CSC יעניק מימון משלים (כרטיס טיסה) למלגות שמעניקה ות"ת לסטודנטים סינים המגיעים ללימודי קורסי קיץ בישראל (עד 200 מלגות בשנה). ההסכם יוארך לשלוש שנים נוספת (2019-2021) על בסיס התנאים הקיימים בתוכנית ות"ת ובאותה מתכונת כדלקמן:
   א. גובה ההשתתפות של ות”ת בקורסי קיץ יעמוד על 2,500-10,000 ₪ לסטודנט, בהתאם למתווה התוכנית שאושר בישיבת ות”ת ב- 12.08.2015 ובכפוף לזכותה של ות"ת לשינוי החלטתה בנושא.
   ב. לא יוענקו מלגות לתואר שני, בהתאם להחלטת ות”ת מיום 18.01.2017 שלפיה תשע”ח הינה השנה האחרונה של מימון ות”ת למלגות אלו.
3. הסכמים אלו אינם דורשים תוספת תקציב כלשהי.
4. עותק הסכמי ההתקשרות מצורף כנספח להחלטה זו וכחלק בלתי נפרד מהחלטה זו.——————————————————————————————————————————————————
   נספח א'
   Implementation Agreement Between The Education Department of Sichuan Province, P.R.China And Council for Higher Education, State of Israel On
   China (Sichuan)-Israel People-to-People Exchange Program

   Party A: The Education Department of Sichuan Province, People’s Republic of China.
   Party B: Council for Higher Education, State of Israel
   To promote mutual understanding among peoples, mutual learning in education and other fields and international exchanges and cooperation between Sichuan Province of P. R. China and State of Israel, China(Sichuan)-Israel People-to-People Exchange Program supports 20 excellent Israeli students annually for their short-term study in Sichuan.
   I Brief
   1. Number: 20 persons a year.
   2. Duration: 6-8 weeks, from July to August, commencing in 2020.
   3. Study Programs: Chinese culture and history, business management, Chinese law, etc.
   4. Coverage: Tuition, accommodation, insurance, textbooks.
   5. Eligibility:
   (1) Applicants must abide by the law and regulations of the People’s Republic of China.
   (2) Applications must be a citizen of Israel, a registered student at a higher education institution in Israel, and be in good health.
   (3) Applicants should apply for study programs in fields which are relevant to his area of study/research.
   (4) Applicants should be in principle under the age of 40.
   II Duty and Obligation
   Party A: Party A is responsible for the expenses within Sichuan as listed in clause I.4 above and for designating a specific university to manage the program each year; offering assistance in the student visa application, registration and other issues during the stay on campus.
   Party B: Party B is responsible for the promotion of program in Israel, receiving the applications from the Israeli higher education institutions and for passing on the applicant details to Party B for evaluation; and for overall coordination of the program with Party A. Applicants should meet the requirements listed in clause I.5 and pass the exam/interview organized by the program university.
   III Additional program details
   1. Funding will be eligible only when the qualifications of the applicants are reviewed and confirmed by the interviewing committee of the program university.
   2. Both parties will abide by the agreement voluntarily. In the case that unforeseen matters arise pertaining to the agreement, a supplementary agreement can be signed through mutual consultation and agreement.
   3. The entry into force of this agreement is conditional upon approval by the plenary of the Council of Higher Education of Israel and the signature of both parties and will remain in force for a three-year period. The parties shall work together to evaluate the implementation of the program and discuss the issue of an extension of the agreement. Each party must provide at least six months’ notice, in writing, in the case of terminating the agreement.
   4. This Memorandum is signed in Tel Aviv, the State of Israel on 27 May, 2019, which corresponds to 22nd of Iyyar, 5779, in the Hebrew calendar, in duplicate, in the English language.
