The Budget of the Higher Education System

The regular budget of funded higher education institutions is intended to finance their ongoing activities. The regular budget is based on three main sources of income:

  • Government participation – most government participation is transferred to institutions in a direct manner, but some of it is in targeted allocations for specific purposes. In the year 2016, 57% percent of the budget of higher education institutions came from government participation – See Budget Brochure 2019.
  • Income from students – in the year 2016, 14% of the budget of higher education has come from income from tuition fees.
  • Self-income – donations, overhead grants research and other budgets, royalties from the commercialization of knowledge and other revenues. In the year, 2016, 29% of the budget of higher education institutions came from self-income.
