Physical Development

The development budget, designed to support construction in higher education institutions, in the Planning and Budgeting Committee (PBC) budget, has a multi-year nature and is for both the institutions and the PBC. A different kind of construction, such as student dormitories, was not funded by the development budgets of the PBC until the past few years, during which a dedicated plan of the Ministry of Finance and the PBC began to operate. A special budget was allocated within the framework, for the establishment of student dormitories.

Public participation in teaching and research buildings is determined by a set of rates tailored to the various construction functions (classrooms, laboratories, libraries, etc.), taking into consideration the physical scope of the structure, the effectiveness of its building and subject to the total budget’s limitations. Public participation is usually based on about one-third to one-half of the investments, and the completion of funding, for purposes of the project’s budget-balance, is from the institute’s own sources, usually from donations.

Every building project, even if the PBC does not participate in the program, is required to be approved in advance in order to ensure that funding sources for the project exist, and that the institution will not incur a deficit as a result of its implementation.
