Permission to open a Higher Education Institute and its Recognition

The Higher Education Council’s law determines that an institution wishing to grant or promising to grant an academic degree cannot do so, without formal permission or recognition by the Higher Education Council itself.

The process of accreditation of higher education institutions includes three main stages:

Stage 1: Registration of the Request

The Institute submits a request according to the instructions. The request is checked according to the instructions and, if it meets the specified threshold conditions, it will move on to the permit stage.

Stage 2: Permit for an institution – at this stage, the application is examined by professional committees that pass their recommendations onto the Higher Education Council. The permit does not constitute recognition of the institution as one of higher education, and at this stage it is still not authorized to grant degrees.

Stage 3: Providing recognition of an institution – after an institution has received a permit from the Higher Education Council, it will be examined by a committee of experts who will conduct a comprehensive examination and transfer its recommendations regarding recognition, to the Higher Education Council, according to the inspection process of recognition. A recognized institution can then receive certification to grant degrees.
