Budgetary Model of Planning and Budgeting Committee (PBC)

The budget model of the Planning and Budgeting Committee (PBC) is used in the allocation of the main part of the country’s resources intended for the higher education system, for institutions budgeted for by the PBC. Its basic purpose is to divide resources according to objective and impartial criteria, but the model’s uniqueness is that it is also intended to maintain academic and administrative freedom for the academic institutions. In fact, the model is a major administrative tool for the PBC and fulfills the role of an independent party between the government and the institutions of higher education, in all matters of planning and budgeting. The model, which was developed more than 15 years ago and has been updated several times since, is based on teaching and research outputs (according to the type of institution), and its use enables the distribution of an all-inclusive budget used by each institution, at its own discretion and priority. Determining and measuring these outputs is significant in directing the development of institutions in the fields of teaching and research and is derived from the macro policy of the Higher Education Council / PBC. The Planning and Policy Department of the PBC is the main professional arm of the PBC, for testing and updating the model, and its processing each year, according to the data collected from the various sources, in order to distribute the budget between the funded institutions. The products of this process are transferred to the Budgets section, for purposes of preparation and execution of a yearly budget for the higher education system.
