As headquarters for assistance in the formulation of policy, the Higher Education Council and Planning and Budgeting Committee (PBC) form the planning division, and provide professional opinions relating to the different subjects that are needed, as a result of the perennial program of the PBC. In the last annual multi-year plan, the division led, with the cooperation of the budgetary division of the PBC, the formulation of a comprehensive plan for greater accessibility of higher education in the Arab sector. The program is in the advanced stages of application by the budgetary division.
Expanding Access to Arab, Druze and Circassian Societies
In addition, the division cooperated in formulating new programs and regulations of the Planning and Budgeting Committee (PBC), such as:
- Academic training in hi-tech professions – the resolution of the PBC (in process)
- Re-examination of the structure of the higher education system (in process)
- Reform of the program to further higher education in the periphery – “achievements” program
- Foreign students in the funded institutions – the Grunau Commission Report
- A practical training series in physical therapy – the Isakov Report
- Financial arrangements between universities and hospitals – the Glazer-Israeli Report
- Program for the promotion of Humanities
