Approval for Opening Educational Programs and Certification for Granting Degrees

An institution that seeks to introduce a new curriculum, or make significant changes to existing study-programs, including a change in implementation of the programs – must receive the approval of the Higher Education Council.

The process of accreditation includes three main stages:

Stage 1: Registration of the Request

At this stage, the policy of applications for new study programs is examined according to the threshold conditions determined in the guidelines and decisions set forth by the Higher Education Council.  Requests that conform to the threshold conditions are passed on for an academic test prior to approval, publication and registration.

Stage 2:  Approval of the program’s publication, student registration and commencement of studies

After registration of the request, it is passed on to be checked by a professional committee or by reviewers. The recommendations resulting thereof, are transferred to the Higher Education Council for discussion, for a decision regarding publication of the program and its opening. However, granting approval of publication and registration of students and the commencement of studies does not automatically award certification to grant an academic degree in the program. Institutions are first required to present a ‘safety net’ for students, if the program does not receive certification.
