Given the uniqueness of the Planning and Budgeting Committee (PBC) as an independent body, that stands between the government and the national institutions, on the one hand, and the institutions of higher education, on the other hand, the PBC is used, in coordination with the commissioner for wages in the Ministry of Finance, as a supervisor in everything concerning the serialization and supervision of wages and the terms of the employment in institutions of higher education. Amongst others, the PBC is responsible for the update and publication of payroll tables and wage rates for academic staff at universities and colleges, advertising guidelines for transaction routes and employment terms of the academic and administrative staff at the academic colleges, handling wage exceptions and employment in institutions of higher education funded by the PBC.  Likewise, it participates in the negotiations for salary agreements of the academic and administrative staff in institutions that are funded for higher education.

In addition, the PBC manages the faculty database, intended for the purpose of implementation of PBC roles in the fields of supervision and control, and for examining academic recognition in institutions of higher education and approval of academic programs.
